Eric Webster, MRCOG, will talk about river crossings in the Albuquerque Metropolitan Area. As part of the 2035 Metropolitan Transportation Plan, the Mid-Region Council of Governments will be evaluating various strategies to address the issue of crossing the river. MRCOG staff would like the League to consider these strategies and share their thoughts with the Metropolitan Transportation Board.
Diane Souder, chief of interpretation and outreach for the Petroglyph National Monument, will talk about the history of the monument, updating us on past and present challenges and successes. The League was instrumental in the effort to create the monument 20 years ago.

Janet Saiers, president of the Albuquerque Historical Society, will talk about the upcoming New Mexico Centennial celebration of statehood, occurring Jan 6, 2012, but being celebrated all year long.

Metro Judge Frank Sedillo will speak on the state of legal services available in New Mexico. He will discuss current legal services and what needs to happen in the future to ensure these services for the poorest citizens of the state remain viable. He will also explain what kind of legal services New Mexico offers and the kind of problems he sees in his work.

Sandy Gilley of Law Access New Mexico will discuss the mission of Law Access and explore how the organization assists 10,000 New Mexicans each year with their civil and legal issues. Gilley earned her degree from the UNM School of Law and currently serve as an adjunct professor teaching poverty law.

Topic: Voting/Election Issues in the 2011 Legislature. Paul Stokes,coordinator of United Voters of New Mexico, spend most of his career at Sandia National Laboratories conducting research, development, and analysis of technologies for arms control compliance verification and intelligence. He has been engaged in election integrity activities since the 2004 election. He has been working with the Legislature to bring the uniform use of paper ballots throughout the state, and risk-based audits to verify the accuracy of voting machines.

Ruth Hoffman, director of the Lutheran Advocacy Ministry New Mexico, will talk about human rights issues - including health care reform, reinstating the death penalty, a woman's right to choose, and anti-immigrant issues - that came up during the 2011 Legislative session.

Barbara Webber, the executive director of Health Action New Mexico, will talk about implementing federal health care reform. HANM is the leading health care consumer advocacy organization in New Mexico, and has worked for two years on passing and implementing federal health care reform.

Dick Mason, chair of LWVNM's Action committee, has been active in political advocacy for more than 40 years. He is also the LWVNM representative in the Health Care for All campaign and sits on the board of Health Action New Mexico. Mr. Mason will discuss the League's 2011 legislative agenda and what was accomplished.

All members are welcome and encouraged to attend LWVCNM's Annual Meeting. Registration starts at 9am, the business meeting at 9:30, and brunch will begin at 11:00. See the the Convention page or your April Voter for all the details. You will want to bring a hardcopy of your Voter to the meeting. Members will be able to weigh in on the League's local positions, changes to the Bylaws, question the proposed budget, and elect the next slate of Board members.

Scott Miller, CEO and co-founder of the Mountain Leadership Center, will talk about the Center's work on working with community leaders to end poverty, and the Circles™ Campaign, which mobilizes families and teams of community volunteers.

State Land Commissioner Ray Powell will discuss the role and responsibilities of the State Land Office in ensuring a sustainable future for our state public lands and New Mexico schools.

Members of the Middle Rio Grande Conservancy District will discuss the current challenges and future outlook for the MRGCD.
Carol Toffaleti, Albuquerque's Senior Planner, will educate us on the city's growth and development plans and forecast for land use planning in this area.
Lora Lucero, the State League's Natural Resources director, will provide a historic timeline of state land use laws which impact local decision making.

LWVNM PRC Study - A two year statewide study of the Public Regulation Commission has gotten underway, headed by Santa Fe League members Neva Van Peske and Karen Heldmeyer. Van Peske and Heldmeyer will be discussing the scope and direction of this study, which will focus on the PRC's regulation of insurance and utilities. See the PRC Study web page for more information.
Sen. Linda Lopez, co-chair of the State's Redistricting Committee, will talk about the 2011 Redistricting: processes within the legislature for reaching agreement, the kind of feedback the committes received from citizens and lobbying groups, and how particular plans were finally agreed upon - or not.

A dialog on the global issue of climate change. Sen. Jeff Bingaman will send a video statement on the current views in Congress, a panel will discuss the human origins of global warming, and a Q&A session will be moderated by John Fleck, Albuquerque Journal science reporter. Panelists will include Professor David Gutlzer of UNM, Dr. Mark Boslough of Sandia National Labs, and Jeff Sorba, retired CEO of PNM.

Pauline Eisenstadt, the first woman to serve in both houses of the New Mexico State Legislature, will be the guest speaker. Eisenstadt has witnessed many exciting developments in the state's political history and made much of that history herself. Her book, A Woman in both Houses, takes readers to the floors of the House and Senate, offering an insider's view of how New Mexico's government operates - or doesn't.

This is where the League identifies issues for study, at the local, State, and this year, the National level. Typically, we review existing positions and ask whether these seem sufficient, or whether it's time to conduct a study to update or extend the League's positions. This year the local Leagues will once again participate in the LWV US Program Planning process by making recommendations concerning program issues.
The deadline for LWV US is March 1st - by starting early, LWVCNM has the opportunity to identify issues and organize support. Join us! And start thinking about attending LWV US Convention this summer.
