Speaker: Dr. Emile Nakhleh on Intelligence in an Open Society
March is open government month. Today's presentation focuses on a critical aspect of openness at the national level. Intelligence is critical for many national security issues such as Afghanistan, Iraq, Iran, terrorism, and others. The real issue is how to balance between two extremes – everything is open or everything is closed or classified. As usual both extremes are usually wrong. The key is identifying and applying the appropriate criteria. To little openness and disclosure limits the policy debate and government accountability. Unfortunately, we often err in this direction and classify too much. However, too much disclosure can risk policy failure or even injury and death, especially in national security and law enforcement. The presentation explores these issues in one critical policy area, intelligence in an open society.
